Jean Monnet dig_INFLow Chair – second year of the project!

6 June 2025

2024 started with the final edition of the workshop on smart cities, prepared in the cooperation with Urząd Miasta Poznań, and the Smart City department. Michał Łakomy and Olga Dzieciątkowska from the team responsible for the development of Poznan as the smart city, were our guests during the workshop for high school students. The results of the whole series of workshops is the lesson scenario available for download.

Spring of 2024 was dedicated to intensive works on the Handbook, with the monthly meetings, intensive discussions and eventually a celebration. The concept of the Handbook included discussions on three leading and intertwined problems: rights of users in the context of content moderation, protection of consumers’ rights under the Digital Services Act and protection of business-, and end-users in the framework provided for by the Digital Markets Act.

Jean Monnet team members, prof. Katarzyna Klafkowska-Waśniowska, dr Miłosz Malaga and dr Igor Nestoruk supervised the works of the group of selected PhD candidates and Faculty students who were  preparing the graphical explanations of the problems posed by authors in their respective chapters. The graphics illustrate consumer rights in the digital context, algorithmic transparency based on the DSA, practices concerning data and self-preferencing under the DMA and access to remedies for users.

The work-in-progress results were presented and submitted for comments and discussions at the international and national conferences. Dr M.Malaga discussed Private enforcement of the DMA, at the seminar during his research stay at the University of Liege in April 2024. Prof. Katarzyna Klafkowska-Waśniowska, presented the problems of users’ right at the CICL Conference in Leeds:  New territories conquered? Mapping users’ rights under the Digital Service Act, in May 2024.

Two presentations  were also submitted for discussion at the national conference in Gródek, hosted by the Jagiellonian University, in June 2024 :  Prawa użytkowników w Akcie o Usługach Cyfrowych. Zmiana paradygmatu czy kontynuacja? By Prof. Katarzyna Klafkowska-Waśniowska and dr Igor Nestoruk, and: Zakres i sposób wykonywania uprawnień użytkowników platform internetowych na podstawie Aktu o Rynkach Cyfrowych,  by Dr Miłosz Malaga. Both presentations included findings of the chapters of the Handbook on users’ rights. Later in the autumn, dr Igor Nestoruk discussed the question Are state consumer agencies fit for the enforcement of consumer rights in digital environments – case of Poland after the DSA, during the conference on Tools for Better Enforcement of EU Law in the Digital Space, organized by Osnabrück University, European Legal Studies Institute, in November 2024 r.

More research work based on the initial analysis for Handbook was conducted by prof. Klafkowska and developed in to the draft article presented with mgr Jakub Drąg in Brno also in November.

Finally, in the end of the year the Handbook: Prawa użytkowników na jednolitym rynku cyfrowym. Rights of users in the Digital Single Market.  was submitted for publication!
